This 5-minute explainer looks at how local communities in Karenni State, Myanmar, are using civic technology to protect civilians where traditional humanitarian aid can’t reach. Following the 2021 events in Myanmar and the ongoing conflict and displacement, it shows how the Karenni Humanitarian Aid Initiative (KHAI), a youth-led organization working with a technical partner, built its own early warning and response system.

The West Demoso 3rd Generation Conflict Early Warning and Response System (WD 3G-EWRS) is a civic tech platform for civilian protection, built for places where conflict and restricted access make conventional humanitarian reporting too slow. Developed by KHAI with technical collaboration from Team ENZ and the support of Inspire Asia, it is delivered through a Remote Management model: local people generate and interpret the information, while technical support reaches them remotely.

WD 3G-EWRS Website Blueprint & Content Copybook
A confidential guide for building khai-humanitarian.org around KHAI’s flagship program, the West Demoso 3rd Generation Conflict Early Warning and Response System. The program is a youth-led, community-run system that monitors conflict and delivers social protection across 11 IDP camps in Karenni State, using the Matrix OS scoring engine developed with Technical Team ENZ.

The battlefield is not the only place where Myanmar's war is fought. In West Demoso, inside bamboo shelters across eleven internally displaced person (IDP) camps, another struggle takes place every day: distinguishing reliable information from fear, rumor, and rapidly changing threats. When military aircraft approach, heavy artillery strikes nearby, or supply routes are cut, timely information is just as vital as food or medicine.
